If I understand your question I think the best way would be to click reply on the thread you want to invite them to, and then in the compser you can click the reply icon in the top left, from here you can select ‘New Message’,
Then change the user you want to send the message to. There will be a link to the topic pre-populated, then add a message on why you think they should participate.
The other option is to @ mention them in a reply in the thread and they will get a notification.
